“I’m saved, but my pastor says I need to get the Holy Spirit!”

What does “born of water” mean in John 3? Does it relate to the “sprinkling” of water in Ezekiel 36? How can I get the Holy Spirit? My pastor says I need to! I’m struggling with depression, and sometimes I think God hates me. I also deal with outbursts of anger and rage. What can I do?
