“Did Paul teach everyone the Law first?”

Did Paul take the Law with him to explain it to Gentiles? Being nice to your enemy to “heap coals on them” seems underhanded. Why would Proverbs suggest this? What “works” is Paul talking about in Romans 4? What “commands” is John referring to in his letter? What does it mean to keep His commands?
