“I can’t love God with all my heart, soul, mind, and strength!”

Why does Paul say the only thing that counts is keeping God’s commands (1 Corinthians 7:19)? I haven’t prayed or gone to church in months. Where is my desire? Was I not saved in the right way? I’m having trouble with loving the Lord with all my heart, soul, mind, and strength. Can you help me? My dad has a smoking habit. Will it keep him from going to heaven?
